The Governor has let UPMIFA come down to the wire – he has until midnight tomorrow (Saturday night) before UPMIFA in New York is defacto vetoed!
I shouldn’t be surprised.
Last year, New York charities were desperate for relief from underwater endowments. Over 40 states had already passed UPMIFA, which finally rids nonprofits of worrying about going under the “historic gift value.” NY legislature was too busy fighting over other stuff.
This year, they got their act together and got it passed by both houses in June. No apparent opposition to it. Slam dunk – just needs to be signed by the Governor. Nothing is every easy in New York.
What is Governor Paterson waiting for? What does he have against signing this bill?
